Steps 1-10 

1) Place camera on tripod

2) Set ISO to 100 or lowest ISO possible

3) Set camera to manual

4) Set aperture to F29 or or highest aperture possible

5) Focus camera then Place on manual focus

6) Turn IS off

7) Set camera shutter speed to BULB and attach shutter release cable

This is a shutter release cable

Plug into your camera

8) Place the neutral density filters lens on camera

9) Use black out tape to cover eye-hole on camera

10) Take your picture :)
